Use WIPO CASE tools to improve the quality of patent search and examination

From June 29-30, 2017, the workshop “Using WIPO CASE tools to improve the quality of patent search and patent examination” was held in Hanoi. Attending the workshop were Juneho Jang, Yukihiro Uraguchi and Kyaw Zaw from the World Intellectual Property Organization (WIPO); Mr. Ryuichi Komatsu comes from the Japanese Patent Office (JPO); Dimitrios Kouzelis from the European Patent Office (EPO); Mr. Heumjeng Kang from Korea Intellectual Property Agency (KIPO); Ms. Kitisri Sukhapinda comes from the US Patent and Trademark Office; The Vietnamese side is joined by Phan Ngan Son, Deputy Director General of the National Office of Intellectual Property, officials from the Patent Departments  and some other departments of NOIP, as well as delegates from the IP representatives.

Opening the workshop, Mr. Phan Ngan Son, Deputy Director General of the NOIP emphasized the importance of searching information during the examination of patent applications. He said WIPO CASE is one of the centralized forms of lookup for patent examiners under the World Intellectual Property Organization criteria, which play an important role in the search for reference materials in the process of examining patent applications based on database connectivity. These search activities will help the patent examiner reduce the time for searching of reference materials and at the same time avoiding many risks due to missing reference materials during the lookup process.

In the current stage of international integration, the exploitation of industrial property information needs to be specialized and interlinked with international databases, and the WIPO CASE system will benefit greatly in the search for the examination of patent applications.

Presentations by intellectual property experts from advanced countries around the world on the trend of searching patent information in various fields were heatedly discussed by the participants, in conjunction with practical part of the search skills. The workshop is really a good opportunity to help patent examiners learn about modern information retrieval system in the world. Thereby, the examiners will have more useful information search tools in the process of examination of the patent application.
